This is the 3rd choice you make in the AoW3 settler mechanic, and the one I already addressed. Maybe you will make a city and maybe not. It allows you to claim some land and exert your dominance early. So there is a strategic element to outposts themselves that I find more compelling than the settler system. We could spend it on other things, or we can get the city.Īlso, perhaps outposts are not free and will cost (probably) gold. The new strategic choice we get in this system is: if I want to spend my Imperium or not. Also, we don't know this yet, but perhaps creating an outpost will take some population from the closest city? I doubt it will be necessary though. This not true in Civilization, but again we are talking about AoW3. It's actually not a strategic choice for the player, but a mechanic that is necessary to prevent limitless explansion.
I find that in AoW3 the impact of this is simply that new cities cannot pump out settlers. The second "choice" is the loss in population from the original city, which you point out. Instead it's now a choice about having less information about the map sooner or later, or maybe missing some resources that another player might grab (although I think this is unlikely).
I think this is a good tradeoff since 4X games take a long time to play, and I don't see this particular choice to be worth slowing down the game. Your military production no longer needs to stop. The replacement for this in AoW4 will be: whether or not to slow down your exploration. In other words do you want to slow down military production. This first choice is whether or not to slow down your military production to build a settler at all, like you say here. You correctly point out that I did miss something in my assessment there are 3 choices required of the player when it comes to settler units. the cost for building a settler is some number of turns.
